Can the new IC be directly programmed using the flash magic

if 'new' means 'factory fresh' then yes.

The timing requirements for the pulses are given in the user manual for the device, which you can get from the NXP web site.

well i had tried the timing sequence provided in the manual but it doesnt get programmed

the flash magic generates error stating use higher baud rate. also even if baud rate is increased the IC doesnt get programmed

can anyone please suggest me what to do in this case

thanks

How are you generating the pulses?
Have you checked them with a scope?
