Daniel - it could be any number of reasons. The most likely one is the reset problem described on the errata sheet for that device. Please give that a try and if it doesn't work then look at the "What to do if ISP does not work" application note on the Flash Magic web page. The steps in the app note will help you and me to narrow the problem down.
