I wonder if i could use the TTL-232R 3V3 cable without any additional buffers to program an LPC2103

If not, what hw do you recommend ?

Unless someone on here has actually tried it, it's hard to say for sure. Our experience with regular USB to RS232 cables is that they are highly variable in quality. Some work almost as good as a real COM port. Others don't work at all.

The only USB to RS232 cable that I have personally seen working well is the one I own, manufactured by IOGear and purchased about three years ago. It doesn't seem to have a model number unfortunately.

The Embedded Artists LPC2468 OEM board uses exactly this: An FTDI USB-to-RS-232 (TTL) chip that is connected directly to the LPC. It works fine with Flash Magic.
