"Failed to read devive signature"

Hi,all!
I use LPC2368+FlashMagic4.23 for ISP.Crystal is 12MHz.
But FlashMagic always show me the message"Failed to read devive signature".
I used JTAG to program LPC2368,LPC2368 and its UART0 runned well.
Can anyone tell me why?

I got the same issue with an older FlashMagic tool; after upgrading to version 4.35, it start working.
